Celebrated for surviving wars, political tensions, and decades of mistrust, the treaty is now increasingly politicised and weaponised in the broader conflict between the two countries. What began as a model of cooperative water sharing is being overshadowed by strategic manoeuvring over water rights and control.
Yet, amid this deterioration, there remains an opportunity: to rethink how the Indus can serve as a shared lifeline rather than a contested boundary, and to explore solutions that retain the treaty’s core strengths while addressing its limitations.
The IWT is not unique in facing such stress. Around the world, many water treaties and allocation systems are under strain as hydrological patterns shift and demand surges. One of the most striking parallels is the situation in the southwestern United States.
The enduring crisis in the Colorado River Basin—where water allocations were based on overly optimistic flow estimates from the early 20th century—illustrates the dangers of rigid, entitlement-based governance. That system now supports over 40 million people and vast agricultural economies, but the river can no longer reliably meet the promised volumes. This chronic shortfall has triggered conflict, forced emergency measures, and revealed the inflexibility of outdated agreements. Even without the transboundary context, water sharing arrangements can be difficult to handle.
This essay draws on lessons from the Colorado River experience to examine the current and future challenges of the Indus Waters Treaty. It argues that both systems suffer from the same foundational weakness: an inability to adapt to stress. Moving forward, a shift is needed—from static allocation toward dynamic, flexible governance that can respond to changing water realities and help prevent future conflict.
The Limits of Fixed Allocations
The Indus Waters Treaty, signed in 1960 with World Bank mediation, is often celebrated for its resilience through decades of conflict. It allocates the three western rivers (Indus, Jhelum, Chenab) to Pakistan and the three eastern rivers (Ravi, Beas, Sutlej) to India. This division helped avoid disputes over entitlements, but it did so by enshrining a strict geographic allocation of water—without shared mechanisms for variability, shortages, or future climate and demand pressures.

India’s recent expressions of dissatisfaction with the treaty, and threats to reconsider its commitments, reflect growing frustration with outdated frameworks that constrain options without managing risks.

But I have also hopes for a brighter future.

They may not be solvable once and for all, but they are manageable—if we treat water governance as a living, learning process rather than a fixed deal carved in stone.

Droughts are not rare anomalies; they are inevitable. And when they come, systems built on maximum allocation leave no room for flexibility, turning scarcity into unresolvable conflict.

A more resilient approach begins with accepting variability as a fundamental feature of water systems, not a failure to be engineered away. Building in buffers—reserves of flexibility in how water is shared and used—creates the capacity to absorb shocks. And when water is managed as a shared system rather than a set of divided claims, incentives shift. Users begin to see value in cooperation, not just competition.

This approach is not about forecasting; it’s about stretching our imagination and identifying weaknesses before they become crises. Pathways thinking complements this by encouraging flexible, adaptive responses. It allows countries to experiment with cooperative approaches—such as piloting joint flood management in less contentious areas or testing early warning systems—without waiting for sweeping reforms.
The deeper shift is in how we think about treaties and governance frameworks. Instead of treating them as fixed blueprints, we must see them as evolving tools—capable of learning, adapting, and growing alongside the challenges they are meant to address.

The Indus Basin—like the Colorado, Yellow Rivers, Mekong basin, Nile and many, many others—has reached the end of an era defined by certainty and control. Treaties designed to divide abundance must now evolve to manage scarcity. This requires political courage, scientific realism, and a willingness to share risk rather than isolate it.
By learning from other overcommitted systems and embracing adaptive governance and scenario-based thinking, India and Pakistan can reimagine the Indus Waters Treaty not just as a symbol of survival, but as a platform for resilience.
