Almost all political and religious parties, nationalist groups, and civil society organizations have taken to the streets in widespread rallies across Sindh to protest the controversial plan to dig six new canals intended to irrigate barren lands in Punjab’s Cholistan area. This ambitious project—part of the Green Pakistan Initiative—aims to boost agricultural production and modernize irrigation systems. Yet it has ignited fierce debates not only over the allocation of Pakistan’s limited water resources but also over the underlying logic of its water sourcing strategy, the reliability of engineering assumptions, and the long-term implications for interprovincial equity.

At the heart of the controversy is the question of where the water for these new canals will come from. Some recent reports clarify, though unconvincingly, that, contrary to earlier claims suggesting that all new projects would divert water directly from the Indus River, not every canal is designed with that intention. Notably, the proposed Mehfooz Shaheed Canal—often associated in media reports with the broader Cholistan project—is planned to capture surplus floodwater from the Sutlej River rather than drawing from the Indus. Media reports suggest that the 176‐kilometer-long canal is set to begin at the Sulemanki Headworks and extend to Fort Abbas, operating primarily during the monsoon season (June to October) to harness water that would otherwise be lost through evaporation or percolation. Official sources claim that this design is intended to irrigate approximately 1.2 million acres in Greater Cholistan while preserving Sindh’s allocated water share.

On 4 March, the Human Rights Commission of Pakistan expressed deep concern on X (formerly Twitter) over an FIR lodged against nearly 100 students in Jamshoro, Sindh, who had gathered to protest plans for new irrigation canals on the Indus River designed to boost water supply for Punjab. The commission decried what it described as “disproportionate force” used by the police to prevent protesters from assembling along the Indus Highway, an incident that has only fueled the anger of local communities and further amplified the sense of injustice felt in Sindh. 

In Sukkur on 1 March, hundreds demonstrated as part of a broader movement opposing the Green Pakistan Initiative (GPI) project. Spearheaded by Zulfikar Ali Bhutto Jr—grandson of former prime minister Zulfikar Ali Bhutto and leader of the Bulhan Bachao (Save the Dolphins) movement—the protest evolved into an indefinite sit-in against the Cholistan canal projects. Leaders from the Haqooq-e-Khalq Party (HKP) and the Sindh Landless Farmers Struggle Committee joined the protest, demanding a reexamination of federal water policies that have long marginalised Sindh’s water needs. 

Although the Pakistan People Party (PPP) has not mobilised large-scale street protests, top figures such as Bilawal Bhutto Zardari have voiced their rejection of the project, though they have tempered their public dissent out of concern over antagonising the military establishment that supports the initiative. The inauguration of the agriculture initiative by Punjab Chief Minister Maryam Nawaz Sharif and Chief of Army Staff (COAS) Gen Asim Munir on 16 February has further underscored the polarised nature of the debate, revealing deep divisions in how water management is prioritised at the national level.

Pakistan’s water crisis is reaching a critical juncture, and the Cholistan canal project now sits at the heart of an increasingly heated debate. Proponents argue that tapping into the Indus to transform the barren lands of Cholistan into productive farmland will not only boost agricultural output but also modernise irrigation practices and generate new economic opportunities. They point to international studies, including those by the World Bank, which claim that every dollar invested in water efficiency can yield multiple dollars in economic growth, increased crop yields, and job creation.

However, these optimistic projections stand in stark contrast to the lived realities in Sindh, where water scarcity has reached alarming levels. In some parts of the province, water availability has fallen to below 800 cubic meters per person per year—a level internationally recognised as indicative of severe water stress. This acute shortage has left local communities and farmers deeply worried that diverting even a modest fraction of water to Punjab’s arid lands could trigger catastrophic declines in crop yields, exacerbate rural poverty, and potentially spark mass migration from the region.

The country’s water availability has undergone a dramatic transformation over the decades. At the time of independence in 1947, Pakistan enjoyed an annual per capita water availability of over 5,000 cubic meters—a figure that positioned the nation among the water-rich countries of the world. However, over the past 75-plus years, a population explosion from roughly 30 million to over 240 million people has driven per capita availability down to around 1,000 cubic meters or less.

In Sindh, the situation is even more critical, as decades of inequitable water management and chronic underinvestment in modern infrastructure have left the province vulnerable to the whims of nature. Rapid urbanisation and industrial expansion have only compounded these challenges, with nearly 90% of the nation’s water resources allocated to agriculture. Outdated irrigation networks, operating at efficiencies as low as 50–60%, result in an estimated 40–50% water loss due to seepage, evaporation, and antiquated canal designs. Environmental degradation, pollution, deforestation, and mismanagement have further disrupted natural water flows, leaving the region struggling to meet its basic needs. A report by PCRWR titled “Managing Water Scarcity in Pakistan” vividly underscores these challenges and calls for immediate modernisation of irrigation practices and water management systems.

Climate change further exacerbates the crisis. Rising temperatures are accelerating glacial melt in the Himalayas, leading to erratic and unpredictable water flows in the Indus River. The UN Intergovernmental Panel on Climate Change (IPCC) has issued stark warnings about the future, noting that Pakistan’s glaciers—which supply roughly 60% of the Indus River’s water—are retreating at alarming rates. Changes in snowfall patterns and diminishing winter snowpacks are predicted to reduce water availability in the Indus Basin by as much as 30% by 2050. This alarming projection casts a long shadow over any plan to divert water from the Indus, as the river’s flow, already challenged by seasonal fluctuations and climate-induced variability, may not be able to sustain additional diversions without significant ecological and socio-economic consequences.

One of the critical lessons emerging from these discussions comes from a detailed analysis of the Sutlej River’s historical behaviour. Although the Sutlej has, on rare occasions, produced dramatic flood events that capture immediate media attention, these extreme episodes are anomalies rather than indicators of the river’s typical flow patterns. Historical data clearly shows that the Sutlej generally follows predictable seasonal flows, with exceptional flood events occurring infrequently. This observation offers a cautionary tale for policymakers: infrastructure decisions based solely on rare, dramatic events risk overinvestment in projects that may only be necessary under unusual circumstances. By focusing exclusively on these outlier events, decision-makers may divert crucial resources away from strategies designed to manage everyday water needs. The experience of the Sutlej reinforces the need for a comprehensive, data-driven approach to water management—one that integrates long-term hydrological records, routine seasonal variations, and future climate projections to ensure that water diversion projects are both sustainable and economically viable.

In the case of the Cholistan canal project, the economic arguments put forward by its supporters must be carefully weighed against the potential socio-environmental costs. While modernising irrigation infrastructure has been touted as a way to boost water-use efficiency by 20–30%, the benefits of such investments may be unevenly distributed. For Sindh, where water scarcity is already a harsh reality, even a modest reduction in water availability—on the order of 10–15%—could trigger significant declines in agricultural productivity, jeopardising the livelihoods of millions of rural residents. This potential decline is particularly alarming in a region where every drop of water is precious, and any further reduction could precipitate a cascade of economic hardships. The promise of increased productivity and economic growth, as highlighted by international financial institutions, must therefore be balanced against the risk of exacerbating an already dire water crisis in Sindh.

The legal and political dimensions of the Cholistan canal project further complicate an already fraught issue. Critics argue that the Indus River System Authority (IRSA) Act of 1992 does not confer adequate power to enforce water distribution in accordance with existing water-sharing accords. Many local stakeholders believe that the Act’s inherent flaws have allowed centralised decisions—such as the Cholistan project—to disproportionately favor Punjab at the expense of Sindh. Complicating matters is the fact that the resolution of inter-provincial water disputes is constitutionally vested in the Council of Common Interests under Article 155, rather than in the hands of the federal government.

Historical water-sharing agreements, such as the 1960–1961 Indus Water Treaty between India and Pakistan, which allocates the three eastern rivers (Ravi, Beas, and Sutlej) to India while reserving the three western rivers (Indus, Jhelum, and Chenab) for Pakistan, and the domestic 1991 accord designed to create a balanced framework for water distribution among provinces, have long been sources of contention. Many in Sindh feel that these agreements have been undermined by subsequent policies and projects that continue to marginalise their water needs, and the Cholistan canal project is seen by some as a further extension of these historical inequities.

At the same time, modernisation and technological innovation offer a glimmer of hope. The pressing need to upgrade Pakistan’s aging canal networks cannot be overstated. Much of the current water loss is attributable to infrastructure built in an era of relative abundance, when water was less scarce and the demands on the system were far lower. Rehabilitating these canals with modern materials and design principles could significantly reduce losses due to seepage and evaporation. Furthermore, advanced irrigation techniques such as drip irrigation, sprinkler systems, and computerised water management have been proven to boost water-use efficiency by 20–30% in various international contexts. These technologies not only promise to reduce water wastage but also to stabilise food prices, reduce rural poverty, and contribute to overall economic growth by ensuring that every drop of water is used as efficiently as possible. However, the implementation of such technologies must be carefully managed to ensure that they benefit all regions equitably, rather than deepening the divide between water-rich Punjab and water-scarce Sindh.

Environmental concerns remain at the forefront of the debate. With the fragile ecosystem of the Indus delta teetering on the brink of collapse, any alteration to natural water flows must be undertaken with extreme caution. Experts insist that a minimum ecological flow of 5,000 cusecs per day is essential to protect the delta’s biodiversity and prevent further land degradation. Failure to maintain this flow could lead to the loss of vital wetlands, negatively impact fisheries, and accelerate coastal erosion—consequences that would have long-term detrimental effects on both the environment and the communities that depend on it. In this context, the lessons drawn from the Sutlej River are particularly instructive: basing major water management decisions solely on the rare occurrence of extreme flood events can lead to miscalculations and overinvestment in infrastructure that may not be necessary under normal conditions. Instead, a holistic approach that integrates routine hydrological data with rare extreme events is needed to ensure that water management strategies are both environmentally sound and resilient.

The political ramifications of the Cholistan canal project are profound and far-reaching. In Sindh, where water scarcity is not just a matter of inconvenience but a matter of survival, every decision on water allocation carries enormous consequences. Local farmers have repeatedly warned that even a modest reduction in available water—if diverted to support projects in Punjab—could result in widespread crop failures, triggering a domino effect that would undermine food security and destabilise entire rural communities. The protests and sit-ins that have erupted in cities like Sukkur and Jamshoro are not merely expressions of local discontent; they are indicative of a broader crisis of trust in federal water policies that have historically favored certain regions over others. For many residents of Sindh, water is not merely an economic resource but a symbol of historical neglect and inequality, and any policy that appears to sideline their water needs is met with fierce resistance and deep-seated anger.

International institutions, including the World Bank and various United Nations agencies, continue to advocate for a modernisation of Pakistan’s irrigation systems, arguing that integrating advanced technologies into water management is not only an economic imperative but also a pathway to long-term sustainability. These institutions emphasise that investments in modern infrastructure should be guided by transparent governance frameworks, regular maintenance, and strict compliance with equitable water-sharing policies. Global best practices in water management consistently highlight the importance of designing infrastructure that is capable of functioning effectively under both normal and extreme conditions. The hydrological studies on the Sutlej River have influenced these international standards, serving as a reminder that infrastructure should be built to withstand routine seasonal flows as well as rare, extreme events. This balanced approach is essential if Pakistan is to avoid the pitfalls of overinvestment in projects that may not deliver the anticipated benefits when water is most needed.

The future of the Cholistan canal project, and indeed the future of water management in Pakistan, hinges on the ability of policymakers to reconcile competing demands. On one hand, there is the promise of economic transformation—a vision in which barren desert is converted into fertile farmland, agricultural productivity is boosted, and modern irrigation practices usher in a new era of prosperity. On the other hand, there is the stark reality of water scarcity in Sindh, where decades of mismanagement and neglect have left communities grappling with dwindling water supplies and mounting environmental degradation. The challenge for the nation’s leaders is to devise a strategy that harnesses the benefits of modern technology and international best practices while simultaneously addressing the historical inequities that have long plagued water distribution.
