In an age of unpredictable weather and unchecked urban growth, the idea of a “resilient city”, introduced by urban planner David R. Godschalk, has become more than a planning concept; it has become a survival strategy. A resilient city is the need of the hour; it is a network of systems and communities that can absorb shocks without falling into chaos. It is designed not merely to resist disasters but to anticipate, adapt, and recover from them.
For Pakistan, one of the ten countries most affected by climate disasters, resilience is a national need. The National Disaster Management Authority (NDMA) took an important step in 2013 with its National Disaster Risk Reduction Policy. The focus rightly shifted from emergency response and reactive disaster management to prevention and preparedness. This approach is now backed by the Asian Development Bank, which approved a $500 million loan in 2024 to strengthen climate and disaster resilience across the country.
Islamabad is often seen as the most resilient city in Pakistan. Its planned zoning, lower density, and green cover offer natural protection against extreme events. But the capital is not without challenges. A 2025 Urban Unit report found that unplanned expansion and illegal construction along waterways are increasing flood risks. The port city of Karachi faces even greater strain, with fragile infrastructure, coastal flooding, and water shortages threatening daily life.
Pakistan's food capital, Lahore, on the other hand, is trapped in a cycle of choking smog and urban flooding, both linked to years of unregulated development and the mushroom growth of private housing societies. A 2020 study in the International Journal of Disaster Risk Reduction noted that areas surrounding big cities tend to be more resilient because they benefit from better infrastructure and emergency services. That makes governance the real test. Islamabad’s federal support and planned infrastructure give it an edge, but true resilience demands more than planning on paper.

Pakistan must act on multiple fronts to make our cities more resilient and our citizens safer. A 2024 WWF-Pakistan report calls for restoring wetlands and floodplains, increasing tree cover, and building green infrastructure such as rain gardens and permeable pavements. According to a 2022 paper by the Pakistan Engineering Congress, these measures must be paired with structural upgrades, particularly to outdated drainage and water storage systems. Urban mobility also needs a rethink, moving away from car-heavy development towards better public transport, cycling lanes, and walkable neighbourhoods.
Smart use of technology can amplify these efforts. Predictive climate tools and digital early-warning systems can help cities prepare instead of just reacting. The World Bank’s 2025 report Reclaiming Momentum Towards Prosperity points out that better local governance is essential. Without strong city institutions, even the best plans stay on paper.
Lahore captures both the crisis and the potential. The city swings between floods that drown neighbourhoods and winters filled with toxic air. Decades of concrete sprawl have reduced its green cover to barely five per cent. Drains clogged with waste and haphazard construction block natural water channels, resulting in repeated flooding and power outages. Each downpour brings power outages, cripples daily life, and exposes how fragile the city has become.
Yet, Lahore also holds the blueprint for progress. The Punjab Safe Cities Authority (PSCA) already runs one of the most advanced city command centres in the country. PSCA's integrated command centre serves as a nerve centre for urban management. Its data-driven system has helped cut street crime and improve urban policing. The same AI-powered analytical capabilities used to predict crime hotspots can be repurposed to forecast flood-prone areas, manage traffic during smog events, and coordinate multi-agency responses to any disaster.
PSCA is already leveraging advanced sensors and monitoring air quality in major cities in Punjab. By expanding the mandate of this existing platform and integrating data from environmental, sanitation, and power authorities, Lahore can pioneer a truly integrated, all-hazards approach to resilience, transforming a tool for public safety into an engine for city-wide security and sustainability, which can then be replicated across the whole of Punjab and later Pakistan.
