The air in Lahore is again a poisonous mix, and the Air Quality Index (AQI) reached 301 in December, at dangerous levels that cover the city in a haze as PM2.5 concentrations skyrocketed to 211 μg/m³, more than 40 times the safe level established by the World Health Organisation. No better is Karachi, whose smoggy skies are competing with Lahore in the world pollution charts, as both cities topped global rankings in October 2025, in the midst of frenzied crop burning, brick kilns and diesel fumes. Pakistanis are paying with their lungs: asthma cases are on the rise; children are wheezing; and early deaths due to respiratory and heart diseases are piling up.
This is not a freak weather phenomenon but an artificial crisis, eerily similar to the airpocalypse of the early 2010s in China, when the skies of Beijing turned an apocalyptic grey, and PM2.5 regularly rose above 80 μg/m³. China at the time faced a reckoning, and it responded with a war on pollution that offers Islamabad a template for survival.
China’s transformation was revolutionary. In 2013, President Xi Jinping declared war on pollution, making clean air a national security priority. The subsequent Air Pollution Prevention and Control Action Plan was a sledgehammer. Thousands of old coal-fired power plants were closed, particularly in the polluted north; new plants were prohibited altogether in high-risk areas; and steel and iron production, major contributors to smog, was reduced by hundreds of millions of tonnes. Megacities such as Beijing and Shanghai were the first to introduce odd-even vehicle licence plate bans, deploy tens of thousands of electric buses, and retrofit factories with scrubbers. Artificial intelligence forecasting enhanced real-time air monitoring networks, tracking pollutants hourly and allowing surgical strikes on hotspots, not only PM2.5 but volatile ozone as well.
As a result of these measures, national PM2.5 levels fell by 48 per cent, from 63 μg/m³ in 2013 to 33 μg/m³ in 2020, followed by a further five per cent decline by early 2025. In Beijing alone, emissions were reduced by 63 per cent. Researchers at the University of Chicago describe this as extraordinarily successful, attributing it to the prevention of 150,000 premature deaths each year in the capital. Polluters were shuttered, fined into oblivion, and imprisoned, proof that political determination can override industrial lobbies.

The smog in Pakistan, especially in major cities such as Lahore and Karachi, is the same playbook replayed in reverse. These toxins are trapped by winter inversions, forming a fatal blanket over 240 million people. Health costs are soaring into billions of rupees, draining resources from schools and hospitals, while productivity collapses under sick days and school shutdowns.
The anti-smog guns imported from China to Lahore and Faisalabad amount to little more than a drop of water, Band-Aids on a bleeding wound, while the real causes of the crisis, such as weak enforcement of kiln conversions and unregulated emissions, continue to simmer. Provincial authorities blame one another, while federal resolve fades under business pressure, a mirror image of China’s predicament before 2013.
There is, however, already collaboration between Pakistan and China. Agreements signed in October 2025 under the Belt and Road Initiative include joint research laboratories, technology transfer and training aimed at tackling the smog epicentre in Punjab. Islamabad should seize this lifeline. Convert dirty zigzag brick kilns into cleaner tunnel designs, as China did with steel mills, cutting emissions by 50–70 per cent. Flood Lahore and Karachi with electric buses and enforce odd-even road rules, emulating Beijing’s transport revolution. Create a national AQI map using satellite data to warn and crack down in real time, as China’s artificial intelligence networks do. Empower provincial smog commissions with emergency authority: compulsory scrubbers, crop-residue pellet plants and fines that genuinely hurt, financed through green CPEC loans.
China has demonstrated that clean air is not a pipe dream. It required brutal enforcement, massive investment and the mobilisation of society. Pakistan could realistically achieve 10–20 per cent reductions in PM2.5 by 2030. The time for excuses is over. Let CPEC deliver breathable skies, not just highways. Polluted air is a policy choice, and it is time to learn how our neighbour won.
