Early warning systems (EWS) are often celebrated as life-saving technology, promising timely alerts before floods, cyclones, or other disasters. But accurate warnings alone do not protect communities. Experience across South Asia and Europe shows that a warning only matters when people and institutions know how to act on it. Without a clear and practical perspective for action, alerts can arrive too late, not because the system failed, but because the capacity to respond did.
In Bangladesh’s cyclone-prone coastal districts, decades of investment have built this perspective for action. Thousands of cyclone shelters, trained volunteers, and community engagement programmes ensure that when a warning sounds, people know where to go and what to do. The warnings translate directly into action, and lives are saved.
This clarity is absent in other contexts. In the Haor region of north-east Bangladesh, flash-flood warnings are technically accurate but often come too close to the event to allow meaningful response. Farmers have no safe storage for crops, no shelters for livestock, and evacuation routes are impractical.
Similarly, in Sindh, Pakistan, flood warnings are regularly issued, yet coordination between irrigation, disaster management, and local authorities is weak, leaving communities uncertain how to act. Over time, repeated unheeded warnings have eroded trust in the system and a “cry wolf” effect that puts people at even greater risk.
Even in Europe, the 2021 floods that struck the Netherlands, Belgium, and Germany illustrate the same lesson. Meteorological warnings were timely and accurate, yet many communities were caught off guard. The early warning systems worked, but institutional and public response capacity lagged. When the ability to act is missing, a warning does not prevent disaster but merely announces it.
Across these contexts, the message is clear: early warning systems are only as effective as the institutions, infrastructures, and communities that are prepared to respond. Technology alone cannot save lives; it must be embedded in a functioning system of action.

Preparedness, however, is not uniform. Disasters unfold along a continuum, from common and manageable events to rare and catastrophic crises, and each level requires a different configuration of responsibility and response.
In frequently occurring situations, roughly once every two years, local systems should be able to cope through routine operations, maintenance, and awareness. In less frequent but noticeable events, occurring every five to ten years, local communities, water managers, and municipal authorities must act together with heightened monitoring and readiness.
When events become exceptional, perhaps once every twenty to twenty-five years, the stress exceeds local capacity and requires coordinated intervention from provincial and national authorities across multiple sectors, including water, health, transport, and communications. Only in the most extreme crises, the fifty- to hundred-year events, should full national mobilisation be required, potentially involving civil defence and the military. International emergency assistance should be reserved for truly extraordinary circumstances.
This scaling highlights an important principle: the more frequent the event, the more localised the responsibility. Communities and local institutions must be capable of handling the common shocks, both the green and yellow events, without suffering major impacts.
Losses in these situations are not acts of nature or climate change; they are signs of weak governance, poor maintenance, or insufficient coordination. National governments, on the other hand, must be prepared for the rare and extreme, ensuring that when crises exceed local capacity, the institutional mechanisms for upscaling response are already in place.
Climate change blurs these boundaries by making exceptional events more frequent. Yet, even then, the lesson remains the same: frequent disasters point not to changing climate alone but to unchanging management. A well-prepared system absorbs the common events and mobilises effectively for the rare ones.
Early warning systems play an essential role within this broader landscape of preparedness. They work best when information flows seamlessly into decision-making and when every actor — from a farmer in the Haor region to a national crisis centre — understands their role. But technology alone cannot create such readiness. It must be supported by governance, infrastructure, coordination, and trust.
In Pakistan, Bangladesh, and Europe alike, the lessons converge: an early warning system without a perspective for action is a hollow signal, whereas preparedness without clear scaling of responsibility is chaos. The magic of EWS lies not in the sensors or algorithms, but in the human systems they connect to. These very systems turn warnings into action.
When that foundation is missing, the delusion returns. The sirens sound, dashboards flash red, and reports are written. But without clear actions and defined responsibilities, the warning remains an echo, not a defence. If early warning systems are to remain meaningful in a changing climate, investment must shift from alerts alone to the institutions, capacities, and responsibilities that enable action. Without that shift, warnings will continue to arrive on time — and still come too late.
