Raastah an organization founded by Oxford-bound social entrepreneur, Adil Rahoo, is a self-sustaining mobile learner driving licensing network that has already processed over 2,000 learner licenses per month in underserved Karachi neighbourhoods. With nearly 80 percent of drivers in Karachi lacking a legal license, Raastah has stepped in to bridge the state institutional gaps without donor or government funding.
The initiative, run under Shaheed Mohammad Fazil Rahoo ( SFR) Foundation, was launched by 29-year-old- Adil Rahoo, grandson of eminent peasant leader Shaheed Mohammad Fazil Rahoo and former president of Glasgow Caledonian University’s 20,000 students. Adil is son of Mohammad Ismail Rahoo, the PPP MPA from Badin, and former three-times Sindh Minister who has proudly been encouraging his talented son.
Each Raastah vehicle is equipped with a laptop, battery, camera and trained officer, connecting directly to Sindh Police’s licensing system. Units operate in localities such as Lyari, Orangi and Saddar, surpassing the daily output of the police’s own mobile fleet, making it Sindh’s largest licensing network. The project’s backbone is technology. In just six nights, Adil Rahoo taught himself Python and built an AI autofill system that cut processing time from 20 minutes to under one. The software scans ID cards, extracts data, and completes forms instantly. Vehicles also use CCTV, cloud computing and AI validation to prevent bribery and fraud. “Raastah is more than just about issuing a learner's license,” Rahoo said while talking to this reporter.
“It is about building a bridge to legitimacy and formalising citizens into the legal system for the very first time.” Beyond issuing licenses, Raastah provides follow-up support through reminders and calls to help applicants upgrade to full licenses. The model has already enabled over PKR 63 million in legalised income for transport workers, particularly rickshaw and motorcycle driver" he said.
Financially, the initiative is self-sustaining. Each unit generates around Rs 190,000 in monthly revenue with profits reinvested into expansion and technology upgrades. Four vehicles are currently active, with one more launching soon. The project works closely with the Sindh Police. Collaborating with DIGP Traffic, Syed Pir Mohammad Shah, and SSP Traffic, Mohammad Ali Raza, Sindh Traffic Police has enabled offenders an opportunity to get their learner license made instantly through Raastah’s designated vehicle units instead of paying for the fines. It is also supported by institutions such as the Cantonment Board Clifton and its Vice Chair Najeeb Wali, who has helped embed Raastah’s units in key communities. Rahoo said " Raastah plans to work with Karachi Mayor Barrister Murtaza Wahab Siddiqui to establish Raastah’s own driving institute in collaboration with the Karachi Metropolitan Corporation in the future"
Starting from Adil Rahoo’s drawing room with the help of his close friend Tariq Baloch, Raastah now has its own office and management team. As he departs for Oxford in September to complete his masters' degree, Adil plans to continue leading the initiative remotely. “We’ve proven this works,” he said. “Now it’s all about nationwide scale to further promote such activities” he pledged.
