The Sindh government has suspended Dr. Muhammad Yamin Shah, Medical Superintendent of Civil Hospital Makli, Thatta, and served him a show-cause notice following allegations of negligence that resulted in the deaths of a woman and her newborn.According to a notification issued on August 18, 2026 by the Services, General Administration & Coordination Department, Dr. Shah, a BS-19 officer, was suspended with immediate effect under Rule 5(1) of the Sindh Civil Servants (Efficiency and Discipline) Rules, 1973.
During the suspension period, his headquarters has been set at the Health Department in Karachi. He will continue to receive salary and allowances as per rules.The action was taken after Hussain Bux son of Ahmad Khan Bhanbhro lodged a complaint regarding the death of his sister, Rahila wife of Shamshadin Bhanbhro. As per the complaint, Rahila was admitted to Civil Hospital Thatta at around 1:00 AM. She delivered a baby boy through normal delivery.
The infant allegedly died within 30 minutes of birth. The complainant further alleged that postpartum bleeding was not managed properly and required medical treatment was not provided in time. Rahila’s health deteriorated and she passed away later that morning.
In view of the seriousness of the matter, the Health Department formed an inquiry committee headed by the Deputy Director General, Directorate General Health Services Sindh, Hyderabad. The committee held that the Medical Superintendent, being the administrative head, is responsible for overall management and supervision of the hospital, including the gynecology ward.
It concluded that Dr. Shah failed to ensure proper organization and oversight of the ward, which led to serious lapses in medical facilities and patient care.
The show-cause notice described the lapses as “misadministration and inefficiency.”In the notice issued by Chief Secretary Sindh Asif Hyder Shah, the competent authority proposed penalty under Rule 4 of the 1973 Rules and stated that appointing another inquiry officer was not considered necessary.
Dr. Shah has been asked to submit his written reply within 14 days of receiving the notice. In case of no response, an ex-parte decision will be taken. He has also been given the option to seek a personal hearing.
On August 19, 2026, the Health Department wrote to the District Health Officer Thatta to serve the show-cause notice to Dr. Shah and send back a signed acknowledgment.
Copies of the suspension order have been forwarded to the Health Department, Accountant General Sindh, District Accounts Officer Thatta, Director General Health Services Sindh, and other relevant authorities.The incident has triggered fresh discussion in Thatta on emergency obstetric care, hospital supervision, and accountability in public healthcare facilities.
