But we are watching the wrong race. The real contest is not just about who builds the smartest machines, but between two ancient forces: those who dare to build the future, and those content to follow and preserve the status quo.

History offers a warning, not from the battlefield, but from the boardroom. In the 1980s, the colossus IBM, master of the computer mainframe, believed the future lay in its magnificent hardware. It saw the operating system as a mere accessory, and in a fateful move, handed its creation to a small company named Microsoft. IBM had made a catastrophic miscalculation. The real power was not in the machine, but in its soul, the software. Microsoft’s code became the new alphabet, and the hardware giant was reduced to a supplier.

For centuries, the machine was the engine of evolution, from the printing press that spread words to the steam engine that moved worlds. Each age defined progress through the mastery of matter: faster wheels, stronger engines, greater power. But with the invention of the computer, the very idea of a machine changed. It was no longer built merely to move or lift, but to think and communicate. Like the printing press of the fifteenth century, the computer became a medium of ideas, not just a tool of labour. IBM failed to grasp this transformation. It built the body but overlooked the mind.

Today, a similar drama is unfolding on a global scale, and Europe is playing the part of IBM. Through the Dutch company ASML, Europe holds a monopoly on the machines that print the world’s most advanced chips. It is the undisputed master of the 21st-century printing press. According to European economist Hedi Bairam, “For Europe, 2025 is a pivotal year, the moment to decide whether it will be an active participant or just a spectator in this defining global race.” With its new multi-billion-dollar AI factories, it is building the libraries. And with the AI Act, it is writing a meticulous, thousand-page rulebook for how every story must be catalogued.

The United States and China are the new storytellers. They are writing the groundbreaking “books”, the foundational AI models like ChatGPT and DeepSeek that the world is eager to read. They understood Microsoft’s lesson: the ultimate power lies not in the platform, but in the intelligence that runs upon it.

Yet the story doesn’t end there. DeepSeek, China’s homegrown answer to ChatGPT, has quietly found its way into the control rooms of Saudi Aramco and other Gulf enterprises, a sign of Beijing’s growing digital footprint. But the pull of Silicon Valley remains immense. With vast information ecosystems rooted in the United States, from ChatGPT and Gemini to Nvidia’s powerful compute infrastructure, the Saudis are being drawn back toward the American orbit. Nvidia’s dominance in advanced chips and superconducting hardware gives U.S. companies a decisive edge that DeepSeek cannot yet match. What is unfolding is more than a commercial rivalry; it is a subtle contest for allegiance, fought not with weapons, but with algorithms and servers.

Meanwhile, a stunning upheaval is underway in the Gulf. Saudi Arabia is making a historic pivot: the oil giant Aramco is moving into AI at scale, already deploying advanced systems for drilling and operations, while simultaneously backing the launch of HUMAIN, a national AI champion built to become the “Aramco of the intelligence age,” constructing sovereign infrastructure, Arabic models, and hyperscale compute. The United Arab Emirates, too, has secured a $15 billion investment from Microsoft. They are not just investing; they are buying the future. They bet that cheap energy and deep pockets can make them the third global epicentre of AI.

Across the Arabian Sea, Pakistan watches from the margins a nation of brilliant coders without capital, of ideas without incubators. Its tragedy is not the absence of talent, but the absence of belief. While the Gulf is buying the future, Pakistan remains trapped in the economics of survival, its brightest minds exported rather than empowered. Yet the seeds of possibility exist: with strategic investment in education, research, and start-ups, Pakistan could nurture its coders into architects of the Builders’ future. The raw material is there: ingenuity, youth, and resilience waiting for the ecosystem to catch up.

They are all competing in the realm of the Builders. Yet their progress is shadowed by those weighed down by hesitation, distraction, or outdated battles content to defend the familiar or too timid to imagine a better future.

In Moscow, a different calculus of power prevails. Russia, a nuclear-armed giant, finds itself a pauper in the AI race. Crippled by sanctions and a haemorrhaging brain drain, it cannot build the future, so it seeks to break the present. Its power is projected through the old, brutal tools of invasion, cyberattacks, and disruption.

This warfare mentality is a contagion, echoing in the tragic and perpetual standoff between Pakistan and India. These nations, brimming with human potential, pour their treasure and intellectual capital into a relentless arms race against each other, squandering energies in wars of attrition while the world accelerates into a technological revolution. They, like Russia, have yet to realise a fundamental truth: in the 21st century, security will be guaranteed not by the size of one’s arsenal, but by the depth of one’s innovation.

This warfare mentality has forced Europe, the quintessential Builder, forged from the ruins of war, to make conflict obsolete to once again re-arm and divert its treasure and focus toward defence, tragically distracting it from the frontlines of the future.

The ultimate irony is that for all their differences, Europe and the Gulf states are converging on the same vulnerable future. They will own the server farms, pay the electricity, and enforce local regulations. But the lifeblood of the new age, the artificial minds themselves, will be conceived in America or China. They are becoming high-tech landlords for a revolution they did not start.

The new triad of power is no longer military, resource, or diplomatic. It is Algorithms, Computing, and Data. A nation’s standing will be determined by its ability to innovate in AI, control the underlying hardware, and harness the flow of information.

The ultimate question is not who will win the race, but what kind of power will define our century. Will it be the complex, hopeful promise of the chip, built by those who look to the horizon? Or the seductive, simple logic of the bomb, wielded by those trapped in old conflicts? The Builders race against time, while those weighed down by hesitation, distraction, or outdated battles watch from the sidelines, having already missed the opportunity.
